Carol Czech

Carol began her career in law enforcement as a Special Agent with United Stated Customs (now ICE) in 1989 after graduating Magna Cum Laude with a Bachelor’s Degree from Western Illinois University in Law Enforcement. Carol spent eleven years with Customs (Chicago) elevating herself to the position of Senior Special Agent. Carol managed long term criminal investigations in areas to include international narcotics smuggling, cargo theft and child pornography, just to name a few. Carol left Customs in 2000 and became one of the founding members and President of CLS Background Investigations, Makton Investigations and now Hawkeye Security. Carol currently oversees company operations for all federal government contracts and was an Assistant Background Investigations Coordinator (ABIC) for the United States Department of State for 22 years. Carol is the President of Hawkeye Security.


Dan Skoczylas

Dan began his career in law enforcement as a patrolman with the Hickory Hills Police Department in 1989. Dan spent a number of years serving in a patrol function before taking on the assignment of developing the agency’s first Gang/ Narcotics Unit. After overseeing this project for a couple of years Dan was assigned to the United States Customs Task Force where he served from 1997-1999, working international narcotics smuggling and money laundering cases in a federal jurisdiction. Dan returned to the Hickory Hills Police Department as a Detective until being promoted to Sergeant in 2001 and then to Lieutenant in 2007. Dan Retired from the Hickory Hills Police Department in 2014. Dan is a founding member of CLS Background Investigations/ Makton Investigations, overseeing the private sector background investigations program for CLS and a Supervisory Investigator for Makton. Dan is the primary license holder for Hawkeye Security.


R. Joseph Jungles

Joe began his law enforcement career in 1974 as a Patrolman with the Palos Park Police Department. During the course of his thirty plus years in law enforcement Joe has held numerous positions to include patrol officer, communications officer, detective, first line supervisor, narcotics enforcement officer, sergeant, deputy chief and chief. Joe spent nine years as a Task Force Officer with United States Customs focused on international drug smuggling and money laundering cases. Joe has specialized training in crime scene investigation, intra-agency collaboration, security/ resource protection, disaster response and community relations. Joe has a Bachelor of Science Degree in Criminal Justice from Columbia Southern University. Joe is a Lead Investigator for Makton Investigations as well as a member of the Makton Consulting Team. Joe is the Lead Training Coordinator for Hawkeye Security.


Raymond Garza

Ray has extensive litigation and transactional experience throughout his 18 years of practicing law in both the public and private sector. In 2002, he joined the Illinois Attorney General’s Office and in 2005, Ray was made Assistant Supervisor of the Attorney General Office’s Employment and Labor Unit. Ray has advised IDOL’s General Counsel and Director on a variety of legal issues crucial to IDOL’s enforcement of the state’s wage and hour laws. Ray has also represented state agencies in employee disciplinary hearings before the Illinois State Police Merit Board, the Illinois Civil Service Commission and the Illinois Secretary of State Merit Commission, as well as the appeal of those administrative decisions to the circuit court. In 2010, he became part of the Metropolitan Alliance of Police’s legal staff, where he handles “Officer involved shooting incidents.” He received a B.A. in psychology from St. Xavier University and his law degree from Northern Illinois University, College of Law. Ray has served in the United States Army and is currently a member of the New Lenox American Legion Post 1977 where he serves as its Judge Advocate. Ray maintains his law practice in New Lenox, Illinois where he concentrates representing individuals and businesses in variety of firearm issues.


Randy Meyers

Randy served for 30 years in local law enforcement working in both the patrol and investigation divisions.  His assignments include patrol officer, detective, evidence technician, and field training officer.  He also served as a patrol and detective sergeant, patrol field lieutenant and watch commander as well as a detective watch commander.  He was a member and commander his agencies Tactical Response Team and Field Training and Evaluation Unit.  Randy also served as the Emergency Management Coordinator for a large Chicago area suburb and as the Administrative Director for a regional major crimes task force.  He currently serves as the Executive Director for a state tactical officers association, is the Vice-Chair for a local chapter of ASIS, and is an Adjunct Instructor for the Justice and Safety Institute, Penn State University.  He holds a Bachelor of Arts Degree from Governors State University, a Master of Arts degree in Emergency and Disaster Management from American Military University, is a graduate of FEMA’s Emergency Management Institute’s Master Exercise Practitioner Program, Northwestern University’s School of Police Staff and Command, and Penn State University’s Police Executive Development Program.  A veteran of the United States Marine Corps, Randy is a member of the American Legion. 


Lee A. Starks

Lee Starks is a retired Law Enforcement Officer who brings more than 30 years of Law Enforcement and U.S. Government experience.  Considered an expert in technical electronic surveillance, ground mobile surveillance, firearms, long range precision (Sniper) firearms.  Starks has been an ongoing regular Instructor at the Federal Law Enforcement Training Center (FLETC) in undercover operations and technical surveillance. Lee was a Senior Technical Enforcement Officer/ Criminal Investigator —  Since 1988 Mr Starks has been employed by the United States Government at various levels.  Some of the agencies include: Dept of the Army, Dept of Defense, (DOD) U.S. Customs Service, Immigration and Customs Enforcement, Dept of Homeland Security (DHS), Homeland Security and Investigations (HSI).       


Kyle Cochran

 Sr. VP Vista Safety Consulting. Kyle has experience in a variety of construction and industry fields in the realm of Safety Management and Engineering as well as extensive insurance related experience. Kyle is our OSHA compliance expert and currently holds certifications in CSP & OSHA 500. Kyle is also a licensed Illinois Property and Casualty Insurance Producer.
